tenant eviction

tenant moved in without written agreement. We need to evict ASAP. Do we have to get a rental contract, etc signed first? what if tenant won't sign a contract, or agree/abide conduct rules, or cooperate with anything in any way?

Oregon law recognizes an oral rental agreement. You do not need to get the tenant to sign a written agreement. The terms of the rental follow the requirements of the Oregon Residential Landlord Tenant Act.

Evictions are a very technical area in Oregon. For example, if you do the notices incorrectly or deliver them to the tenant in the wrong manner, it could result in you not being able to remove the tenant based on those notices. Since you are not experienced in the area, you need to work with an attorney who has experience in that area.
