Legal Question in Legal Ethics in Oregon

we play in a city run softball program and sighned up to play on a certain day of the week after bieng promised that as long as 80% of our players or less were returning we could play in that league ..we have 50% returning and after paying all fees they have switched us to a different night that most players cant play on and said THEY WONT REFUND ANY FEES is that legal?

It is legal, if you signed a contract with the city stating that the city could decide when your team would play and would retain your fees, whether or not your team actually plays.

If you signed no such contract, then you can sue the city for restitution and unjust enrichment. If the fee is less than $10,000, you can sue in small claims court. See http://www.osbar.org/public/legalinfo/1061_SmallClaims.htm.
