Legal Question in Wills and Trusts in Oregon

My mother passed away and left her house and it's expenses (taxes, insurance, upkeep) to my two sisters & me, however, she left her second husband a life estate to live there. He has hired a person to take care of him and live in the house. Since the life estate is for him, can we charge the caregiver rent or evict him if he cannot medically live there alone?

No you cannot evict him or charge the caregiver rent. He has the right to live in the house until his death. If that means he needs a caregiver, then he has the right to have one and you cannot charge that person any rent.
