what is a union council? what kind of work will i hv to do there to get a divorce? I mean what kind of paper work? what sort of things shud i bring to the union council? like nikah nama, id card?

Union council/Arbitration council is meant to resolve the family etc. related matters amicably in either way without court intervention. You should have complaint/formal written request, Nikah Nama along with CNIC with you in addition to grounds (why do you want divorce) for divorce; thereafter UC will summon other party to submit their stance and then proceedings go on....
You can directly file suit for khula in court also

In addition to above given answer,
if u file a suit for khula in family court and it decreed, then u ll have to submit the copy of decree along with an application for Talaq certificate which is necessary for contracting a second marriage and for the effectiveness of talaq.
on submission of decree there union council ll summon both the parties for reconciliation, if it fails they are bound to issue the talaq certificate within 90 days from the date of decree.
