Legal Question in Wills and Trusts in Pakistan

I have bought an office from the owner and get the affidavit

of it on my name and submitted it to the Muncipal authority to transfer it to my name,

but unfortunately complete file was missplaced from Muncipal office. During this time I sell this office

to another person but I ask the first owner to give affidavit to new buyer. Unfortnately

now the buyer is not giving me any response about my payment and he just want to transfer

this office to his name in free of cost. I have all my documents in photocopy which I have submitted before to the Muncipal authority. Please give me some legal advice about it how can I

cancel the affidavit of buyer as still office is not on my name (office is still runing on the first owner. Now the this owner also says that he is not responsable on which he has given the affidavit on your behalf. Please give us suitable solution of it.

Dont waste time first of all obtasin a stay order from civil court and cancelled the last agreement through court.
