having a dog in a NO Pet condo

Can a dog be allowed in a no pet condo if it stated by a doctor that it is necessary to have due to anxiety, stress and depression. Can the dog be considered needed under the American Civil Disability Act? What is needed to proof this? Also, if you know that other residents have pets and have not been notified is there anything that I can do regarding this?

The condo can do whatever it wants.
