Legal Question in Civil Rights Law in Pennsylvania

my son was arrested for 2 felonies. he went to jail for 5 days. when he went to his hearing the cop nevered showed up, so the judge dismissed the case. 3 weeks later my son got a letter from another magist. to report to the police station to be fingered printed and also appear in court again. the police officer nevered showed up again so the judge discharged the case and told the D.A. that the only way he can refill is to go to the court of common pleas. 3 weeks ago he got papers to appear in court from the same magist.what is the law on this. Can my son sue the police and magist. for this? thankyou for taking the time to read this.
