retail return policies
bought windows from home depot employee order wrong first return window returned an reimpurce then a week later notice 19 winows were also order wrong wanted to return store refuses under same policy as the first window have won in small claims court the right to return windows now I want to sue them for violating my civil rights under federal law to punis them for discrimation by treating me unequal in the return policy of Home depot causing damages and punitive liability

There is no civil right to get your window order correct. There is no legally recognized discrimination in unequal application of return policy, unless it is done for race, sex, etc., which isn't the case here. There is no federal lawsuit to be filed. Perhaps a civil complaint for breach of contract......maybe.
