can i be arrested, sued, or be summoned by the police over a payday loan in the state of PA?

Unless a payday lender is registered, then they are limited as to how much interest they can collect (6%). Most lenders are not registered in PA and try to collect more than the 6% allowed. If that is the case, its they who could be on the hotseat, not you. So its very unlikely you would be arrested (short of you specifically engaging in some kind of criminal activity). Debtors are not "summoned" by the police. If you are sued civilly (also unlikely), then the complaint would be served by the sheriff not the police.
