collection agency didnt apply payment

I have a question regarding a payment made to a collection agency 2 yrs ago. After a move a final utility bill ended up in collections. I paid the collection agency to satify acct (have documentation) Recently needed to reinstate service with same utility company and they still showed bad debt and I had to pay it again to the utility company directly. Explained sitaution to utility company and they claim they contacted CA who in turn says they have no record of me-EVER. However when I contacted the CA they had my file. I just want to know if I have any legal remedies as far as getting my money back from one of them.

You could likely sue the collection agency for payment, not to mention for violation of Federal law for not properly applying the payment. You should also look at your credit report to see if they had it listed there as well, which would be another violation of the law.
