What can someone do if I owe them money but don't have it and I signed a paper? Can she take it to court? The paper stated how much I have to pay for bi-weekly payments and my signature.

What can someone do if I owe them money? Sue you.

Can she take it to court? Yes. Any one can sue anyone else at any time for any thing.

[B]ut don't have it? They can still sue and try to collect on a judgment by having the sheriff seize and sell any assets owned free and clear or levy on your bank account.

I signed a paper [which] paper stated how much I have to pay for bi-weekly payments and my signature. - well, then it looks like you made a loan and if you do not pay then you are in breach of the agreement and she can sue you.
