Legal Question in Credit and Debt Law in Pennsylvania

I has some surgery on 2/10/09, received a bill for $200.00 on are around 5/5/09, sent a payment of $50.00 on 5/29/09, recv'd 2nd bill for bal. of $150.00 on 6/5/09, sent $50.00 on 6/23/09, then a final notice letter came on 6/26/09, 3 days after I've just made a payment to them, then July 20, 2009 I get a letter from a collection agency. How is that legal to send someone to collections when they are paying monthly?

Absent an agreement on the part of the creditor to refrain from collection if you make monthly payments, it is legal for the creditor to place an overdue account with a collection agency.
