assault 3rd degree

after a person pleads guilty to assault in 3rd degree, can the other party sue in civil court for medical bills?

The medical bills should be handled in the criminal matter as restitution if no insurance has paid them. The victim may also file a civil action for any other damages they sustained including punitive damages.
