How long do police have to file charges

A friend of mine was arrested for buying a small amount of crack cocaine. It was his first arrest. He has never been in trouble before. The cops asked him several questions but never read him his rights. He was let go after about 2 hours at the station and was told he would recieve something in the mail. They said he would be charged with possesion, but he hasn't recieved anything. It's been almost 30 days. How long do the police have to file charges?

If it's a summary offense...30 days to file...if its anything else, up to two years to file, then one year from the date of arrest / filing of charges to bring to trial. Contact my office for more information.
