Can a non-attorney serve as counsel under the 5th and 6th amendments during police interrogations and court proceedings?

No. By definition, attorneys are people who are licensed to represent the legal interests of others in these settings. Anyone without such a license -- in other words, any non-attorney -- is forbidden to do so.

Representing someone else's legal interests is practicing law. Practicing law without a license is a crime in most jurisdictions.

Besides, it's very unlikely that a non-attorney would know how to advise or represent someone accused of a crime.
