should or shouldn't all people that are being accused of the same crime be questioned by the police?

the police do not need to question anyone. questioning is all within their discretion. say for example the police KNOW who did a crime, they will not question anyone. once the police determine who they think is the actual perpetrator, they usually stop questioning.
