Legal Question in Criminal Law in Pennsylvania
Theft
As a store manager may I call someone I suspect of stealing from the store based on witnesses and my observations. Also if we have the evidence.

I would not. You should call the police. If you accuse them directly they could potentially take legal action against you. Or they might turn violent. Call the police its their job to investigate crime not yours.
