if a driver is convicted of dwi in new york can a pa license be suspended

Yes. PA and NY are reciprocal states so basically if you are convicted in NY, Penndot treats the conviction as a PA conviction and could suspend your license. However, lately Penndot has not been suspending for NJ convictions, but I would need more info from you to properly advise.

If it is your first offense anywhere there is a good chance of holding on to your PA license.

I think you need to speak to a lawyer who practice in both states.
