Legal Question in Family Law in Pennsylvania

I do not have a court ordered custody agreement with my exwife. Over the years she has not made much of an effort to see the kids on a regular basis. If I file or an agreement is there anyway the court can order her to see them every other week like we verbaly agreed to? I live in PA.

No, Partial custody is a right not a duty. Besides how would forcing her to she her children be in the best interest of the children? That said I have seen some support judges add 15% to a support order if the non-custodial parent doesn't exercise their periods of partial custody.
