Legal Question in Family Law in Pennsylvania

My daughter has been going to school with her friend who is an immigrant from South Sudan. We have come to realize recently, after a six day hospital visit, that her mother is abusive and is also currently debating moving back to Africa with her children. My daughters' friend has expressed that she does not wish to return to Africa because of "family conflict" there and has never fully disclosed any specific abuse in her home. Would I be able to adopt this sixteen-year-old? How would I go about doing so to obtain full custody and rights?

If you believe there is actual abuse then report the family to the state child abuse hotline.

It is unlikely that the state will terminate the mother's parental rights in less than two years before the child is 18 but consult a local family law attorney in your county.
