Legal Question in Family Law in Pennsylvania

My ex husband hasn't tried to have any contact with my daughter since she was 2, she is now 9 years old and he is suddenly asking to see her. He was in prison for child molestation and is on Megan's Law. He is also on partial disability and so is not required to pay the child support he owes. After 7 yrs of abandoning her is he allowed to just come back into her life? When and how is it considered abandonment, and does he still have parental rights? He has lived with his mother in Kansas since moving after his 3 yr prison term and hasn't even tried to have contact with our daughter.

Yes he still has parental rights that said. One he's in Kansas. Two he's a sex offender. So he's at best going to get supervised visitation in Pennsylvania. . The real question is what do you want to do about his custody rights and what do you need to do about them.
