Legal Question in Family Law in Pennsylvania

Is this legal?

Please respond ASAP due to the fact of family issues!!!

Can a family member be power of attorney if the principal is not legally documented by a phycisian that they are disabled, also if the principal is not incompitent and is capable of making his own decisions? Can this so call POA have the legal right to claim themselves as POA because they are in the military? Is this POA allowed if they live out of the country to skip signing legal documents and claim themselves as POA?

There are differing forms of power of attorney depending upon the circumstances in which it is intended to be exercised.
