Can a person ( my wife in this case ), separated from me since 2004 but not divorced and presently living with another man, go to another state and be married?

In Pa it is not legal to marry while still married to another.

She has to get a divorce first. In Pennsylvania, though, it is a fairly simple matter to get a no-fault divorce with or without your consent.
