Legal Question in Family Law in Pennsylvania

I've been paying child support for my 3 1/2 year old daughter since her birth. I have no problem with that. My problem is with her mother's parenting skills. None of the money that pay towards child support is going towards my daughter. I know this because her mother never has her. My daughters teeth are rotting, her mom drives her with no carseat, and always has severe diaper rash. Her mother has money to buy cigarettes a day, alcohol and a cellphone as well, but claims to have no money for diaper rash creme nor a tooth brush. My daughter's mother doesn't have a job. She is always out 'partying', drinking, etc.. I have a proof of her behavior via Facebook screen shots. What can I do?

What you have is a custody issue not a support issue. Sounds like you should have custody of the child.
