I can tell you this much, if the children have no parents, and/or there is no previous court order determining custody, any person who has established a relationship with the children and can demonstrate that it would be in the best interest of the children to live with the person, can petition a Family Court for custody of the children. guardianship is a horse of a different color. I would suggest you contact a Family Law attorney.
