trust funds and child support arrears
If a pennsylvannia deadbeat dad owes 40 grand to his kids in NYS, and has been evading paying support by claiming welfare..Now we find he is living off a huge trust fund his living father in NJ has set up for him and they are hidding it..is this garnishable for arrears owed?

First you would have to obtain a judgment in New York State for Arrears. Then you could attempt to seize the trust fund monies to satisfy the judgment. Depending how the trust fund is set up it can be garnishable, and seized for back payments, Also you may be able to attach these monies if paid to the father for the next 20 years.
You could go back to court and advise the court of these trust fund monies that he is receiving and this is income. If he did not tell the ny court about this it could be perjury. In any event, the court would be upset if this was not disclosed.
NY can also take away his driving privileges, which may transfer to PA. It makes the deadbeat dad a pedestrian.
