Legal Question in Civil Litigation in Pennsylvania

I bought a car from my friend in Dec. 09, my licesne was suspended so he kept the car in his name. In July of this past year, he had a heart attack. In the midst of me transferring the title to my girlfreinds name, the car was reported stolen by my friends daughter. I provided the police with the title, registration and proof of insurance. The police have repeatedly told this girl that she has to return the car to me, but she hasn't, she wants me to pay her $400.00 in order to get my car back for some tickets that are in her fathers name. I've tried going back to the police for help and they're telling me that they don't want to get involved, they actually are telling me to go and steal it back, but even if i do that, this girl has the keys to the car. What can i do next without doing anything illegal? is there a legal way to go about getting my car back?

Go take it. Its yours. You have the title, you have it insured. If she takes it again, then the police will arrest her for stealing it.
