Legal Question in Insurance Law in Pennsylvania

Accident without insurance

I was involved in an Accident where my car insrunace had lapsed but it was not my fault. And now a collection agency has said that I am now Liable for it even though I was not at fault. They also say I will lose my liscence if it is not paid, but if I do pay I will not lose it. It sounds a little like blackmai. Is this legal. Please let me know
