Compensation Change

As a recruiter I receive base and commissions. I have been with my current employer for 2.5 years and received a raise in my base in May 07. I noticed that I have not been receiving my commissions on every hire since May. My deal is that I receive the same set amount for every placement (new candidates or ones already in our database) after 30 days from their start date. I questioned my manager and he said nothing changed and that I receive my commissions at the end of the month (prior to May it was 30 days from the candidate's start date and might fall in the 15th or 30th of the month paycheck) and not for rehires, only for new candidates that have been placed. This is not what my original offer letter states. I am not sure what to do at this point as he is acting as though things have always been this way, which they haven't. and it puts me in an awkward position as I feel that I may receive negative treatment if I question him. My compensation for this year looks like I will be 20% below where I was last year. What are my options?
