Legal Question in Employment Law in Pennsylvania

Is it proper for a manager to ask his employee to withdraw their application for a higher position with in the department? ( the employee was told that you cannot be promoted 2 step level at one time ex. level 5 to level 7, at the same time another employee was in the same situation but was not ask to withdraw their application) One applicant is asian(ask to withdraw) and the other one is white.

If two simularly situated employees are being treated disparately because of race, that is not appropriate and the employee subject to the adverse treatment should seek the advice of a discrimination lawyer.
