Legal Question in Employment Law in Pennsylvania

My wife works for a store that is an "equal opportunity employer". Before she was hired, she disclosed to the manager hiring that she had back problems. She was hired anyway as assistant manager, full time. After getting info back from her dr that she has degenerative disk disease, she was demoted to part time and clerk. Can the company legally do this?
