landlord lease change notification

What proceedure must a landlord follow to institute a change in landlord/tenant responsibilities? The current lease states that the landlord pays for water for the entire unit (4 floors/ 2 apartments). At some point he changed this responsibility to the tenants and had current tenants sign an amendment. When I signed the lease, as a new tenant, it was the old version of the lease and the responsibility for the water was still the landlord's. Can the landlord enforce this change without written notice?

Without reviewing the lease and based on the facts that you provided, I believe that you have a strong arguement that the landlord must pay for the water.
