Legal Question in Landlord & Tenant Law in Pennsylvania

If a person is on a lease and doesn't pay their half of the rent can I sue them for it? I am not the landlord, I am one of the tenants.

Sure. Although it would be helpful if the co-tenenat is on the lease, you can sue him/her in small claims court (District Justice Court). Find out where the local District Justice Office is and go and get a Complaint form. Although the clerks who work for DJ's are not allowed to provide legal advice, they can be very helpful in telling you what actions to take.
