Legal Question in Real Estate Law in Pennsylvania

''Bills''

The renting agreement said that the tenant would pay the sewear bill but the tenant refuses to pay saying that the landlord would pay it. How do i get the tenant to pay, I have paied it because it goes on my creidt report for being late.
