Legal Question in Real Estate Law in Pennsylvania

My local governing body (township) has required that I have sewer service installed. I have paid all the fees to the township but have not hooked up my sewer yet as they said they don\'t care when i hook up as long as they get their money. The local sewer authority however has sent me a bill for 6 months worth of service that I am not using. Do I have to pay for this service that I am not using and can they have my water shut off even though all payments to the water company are current?

I had a case involving this issue a few years back. We eventually settled with the Municipality. They gave us some worthwhile concessions. You should probably discuss this with the township solicitor. Generally, they want to get the lines hooked up and will bend over backwards to help bring you into compliance.
