Neighbor's Fence
My neighbor has put up a fence close to our retaining wall which has to be repaired. The wall cannot be repaired unless the fence is removed. Who is responsible for cost of removing and then reinstalling the fence.

If the neighbor's fence lies entirely within his/her property, then you can't do anything to move it. You will have to find a different way to fix your wall.
