Tax evasion & theft

Okay trying to keep this short. My father in law owns a rest. with a partner. He has been unable to get any financial information from her for the past 2 years. He has become aware of the fact that she is paying people under the table (almost everyone) and that she has been stealing money from the rest. for her own use. How can he report her to thr IRS and resolve the issues without implicating himself?
