Legal Question in Traffic Law in Pennsylvania

My drivers license was suspended and no one including Penndot informed or requested license back or informed how suspention was to go into affect, I had license on my person (waiting for a letter from Penndot ) and was stopped by police and informed of suspention, Went to court and Attorney had a meeting with officer who stopped me and I was told that the police reduced the charge due to fact that Penndot did not contact me till a week after being stopped, and for me to plead guilty then appeal decision, Then later was told there is no appeal because I pleaded guilty. I feel tripped up by the system. Had license and nothing telling how suspention was to go in effect. Can this be revisited in court to appeal added suspention time ? I am a disabled veteran and need to make medical & dental appointments as needed ( have disabled veteran tags), I need to aquire a DL-15 to make medical appointments, I'm retired and my disabled rating is 100%

There is a procedure known as Appeal nunc pro tunc....out of time
