Legal Question in Employment Law in Qatar

My cousin brother who was employed as driver at American Embassy in Qatar was terminated from employment in 2000. He was late (by five months) in formally informing administration department about departure of his family to India for good, whereby he received family allowance for five months when he was not entitled to receive this. He immediately paid back all money so received. The reason for this delay in notifying about change in circumstances was due to the emotional stress caused by his family's departure (due to his wife being ill) and sudden death of his first cousin who was very close to him since childhood. He sent a letter to the Embassy in 2002 explaining the situation, which was not responded. He still believe he was unfairly dismissed and going through various legal verdicts in similar situations to try and get back his lost job. During his employment he received awards for good performance and was tipped to get promoted soon.

I shall be grateful if you could advise your opinion about the situation and what his chances are to get back the job.
