Legal Question in Civil Rights Law in South Carolina

I was arrested for possession of a stolen tag,which I didn't know was stolen because I bought the car from some one off craigslist.When prior to being arrested, the officer told me that I wasn't under arrest and questioned and accused me of stealing the tag.I was booked and wasn't read my Miranda rights. Is this legal?

Yes, the officer did his job correctly. Next time don't say anything. You will still be arrested but you will not have given up any information that could be used by an attorney work out a plea deal with the solicitor.
