My car is abandoned? Help!

So today--name removed--came home from work, and my car had a sticker on it that said it was considered abandoned, since it hadn't had tags for some time. It said that in 8 days it was due to be towed and sold by the state. My car is indeed missing its tags, but--name removed--hadn't driven it in months. Evidently just moving the car into your back yard isn't enough, and is still able to be taken.

--name removed--can understand laws to get rid of abandoned vehicles, but this is crazy.

Now let me explain why my car was tagless and sitting in my driveway (private property, the house is owned by my roomate). Last year there was a point where--name removed--couldn't pay for my insurance.--name removed--wasn't aware that your license is suspended after a month of not having insurance.--name removed--was pulled and charged with driving under suspension. This is understandable, no one should be driving uninsured. The problem is that you have to surrender your tags when your license is suspended. So now--name removed--have my car, without tags, and no legal capability to obtain new tags without spending massive amounts of money (which--name removed--don't have).-

Do you mean to tell me that they put a sticker on a car that was parked on private property the whole time???? The whole time?
