Husband been trying to get licence back

How can South Carolina keep my husband from getting his licence back after 9 years for a first time dwi and has lived in north carolina 5 years,has had no prior convictions in the past nine years,considering now they have nothing to do with a north carolina licence because its been over 7 years

Its hard to say. Most people with that problem go to DMV and they can look up a 10 year driving history to see what is wrong. Often its because a person has not paid a reinstatement fee following a DUI conviction.
