Legal Question in Traffic Law in South Carolina

SC speeding ticket NC resident

I got a speeding ticket outside of Estill SC. According to the

ticket I was going 76 in a 55. I have found out that if you

are a NC resident caught speeding +15MPH over in the

state of SC, your NC license is suspended for 60 days. But

if you live in any other state you go by the points. Or if you

speed in any other state you go by the points. My question

is how is this fair & legal?
