Small Claims Court Limits

In most states small claims case are limited to $5000. Does this limit still apply to cases where the FDCPA (FAIR DEBT COLLECTION PRACTICES ACT) rules allow a $1000 penalty for each violation? If, under FDCPA rules, you prove more than $5000 in violations can you still collect the full amount?

FDCPA claims need to be brought in federal court, not state small claims court.
