19 Year Old Needs Permission To Move Out Of State?

I am 19 years old and live in Michigan. My parents divorced when I was about 2. Birth father pays child support, and that's it, we have no contact - had visitation at one point, but don't much know the details. My mother has re-married, and I live with her and my step-father. I plan to move to Tennessee, but was told by my mother and step-father, that I am not legally able to, without permission from my birth father, until I am 21. Is this true?
