Legal Question in Immigration Law in Tennessee

H1b
I entered usa on H1b, but for some reason I could not join the sponsor. In the mean time I got other petioner and I have filed for the transfer of H1b through premium processing. INS ask the evidence of joining the sponsor which I could not submit. 3 months being jobless I returned to Pakistan.Now what you suggest? Should I file the fresh h1B through the same pitioner. If so then again I have to pay all the INS fees or previous paid can be adjusted? Again have to submit all the documents? How long it will take to get approval of fresh h1b. Your valuable response will be appreciated. Thanks.

You can have any employer to sponsor your H1B. It's a new H1B so you have to pay all the fees again and submit all the required documents.
