Disabled mother abuse by her health care provider

I am 19 years old and my aunt and uncle got legal custody of me in 1994 cause of my mother's illness. She needs a provider to come everyday to clean, cook, etc. The provider takes advantage of her and uses her. She brings her family to stay for days at a time to my mother's house. She won't let my mother answer her phone. She is the one who take the check to the bank to cash it with my mother signiture. My mother lives in a small town so everbody knows each other. Someone told me that the provider came into where she works wantin to get a Power of Attorney over my mom knowing that my mother cannot make that desicion for herself. Now since I'm her son and 19, can I fight that my mom is being mistreated and bring her under my care since the provider has a Power of Attorney over her?
