Obsenity
An acquaintance of mine was walking with his wife and was stopped by a constable and cited for disorderly conduct obsene gesture for having the words fuck you i'm from texas displayed on his t-shirt. he was fined 175.00. was the constable within his rights,legally, to issue the citation? thanks for considering a reply.
