Legal Question in Credit and Debt Law in Texas

I had medical services in October of 2000. At the time, my company was self-ensured and was converting to another insurance company on December 31. If the claim was initially filed in 2000, when the doctor's office filed it in January, it was declined because the insurance company was out of business. Fast forward to 2003, I was notified that the claim had been declined and now I was responsible for the claim. I spoke with the doctor office and it was my impression that because they didn't properly file with the insurance company that I should only be responsible for the portion that the insurance company would not have paid. We went back and forth and I was instructed to contact the Dr's office directly which I did in 2004 and didn't hear anything. TODAY 1/11/13, I found that this is in collection. What is the status of limitation on a medical bill?
