Sale of Jewelry

Hello, I am writing on behalf of a friend of mine due to my collections experience. My friend sold a substantial amount of jewelry to an aquaintance of his. The agreed price was approximately $21,500 and was supposed to have been paid out in payments. My friend has all the paperwork as far as the sale goes concerning payment arrangements, amounts, etc. The person that received the jewelry has only paid approximately $300. My friend has tried to contact him regarding the issue of payment but has been unable to get any results. The buyer refuses to pay for the jewelry now. My friend would like to know what legal recourse he has against this person such as a possible lien on any property the person may have, or just outright filing suit against this person for the amount owed plus legal fees, interest, etc. If you could get back with me as soon as possible so that I can help my friend take care of this matter, I would greatly appreciate it. All your friend can do, at this point, is sue for the difference plus costs and attorney fees.
